Requesting samples is not enough. EU buyers who have experienced quality disputes, customs clearance failures, or CE marking rejections can trace most problems back to one root cause: they did not verify the right documents before placing the order.

This checklist covers every document an EU buyer should request from a Vietnamese plywood supplier, what each document proves, and what to check within it. Use it before paying a deposit on any new supplier relationship.

Category 1: Technical and Quality Documents

These documents prove that the product meets the performance specifications required for your application.

EN 314-2 Bond Test Report

What it proves: The adhesive bond strength between plywood veneers meets the required classification for your intended use.

Classification to request:

  • Class 1: Dry interior conditions (furniture, shelving)
  • Class 2: Humid conditions (kitchen, bathroom furniture, semi-exposed construction)
  • Class 3: Exterior and formwork applications (phenolic WBP glue required)

What to check:

  • The test was performed by an accredited laboratory (ISO 17025 accreditation)
  • The bond class matches your application requirement
  • The report references the specific product (species, thickness, glue type) you are ordering
  • Test date is recent (within the last 3 years for the same production specification)

EN 310 Bending Strength Test Report

What it proves: The modulus of rupture (MOR) and modulus of elasticity (MOE) of the plywood panel, confirming structural performance.

What to check:

  • MOR and MOE values are stated for both face grain parallel and perpendicular directions
  • Values meet the minimum for your application (EN 636-2 or EN 636-3 as applicable)
  • The test thickness matches the thickness you are ordering

EN 636 Classification Certificate

What it proves: The plywood is classified to the European standard for structural plywood use, confirming suitability for dry (EN 636-1), humid (EN 636-2), or exterior/formwork (EN 636-3) service conditions.

What to check:

  • The classification level matches your project specification
  • The certificate references the same species and construction as the product you are ordering

Formaldehyde Emission Test Report

What it proves: The formaldehyde emission from the finished panel complies with EU limits.

EU limit to reference: E1 (emission class) is the standard EU market requirement, defined as formaldehyde content not exceeding 8 mg/100g dry board (perforator method) or 0.124 mg/m³ air (chamber method).

What to check:

  • The test method is clearly stated (EN 717-1 chamber method or EN 120 perforator method)
  • The result is below E1 threshold
  • The glue type used in the tested batch matches what you are ordering

Category 2: CE Marking Documents (Construction Use)

If you are purchasing plywood for structural or construction applications in the EU, CE marking is legally mandatory under the Construction Products Regulation (EU) No 305/2011.

Declaration of Performance (DoP)

What it proves: The manufacturer declares that the product meets specific performance levels under EN 13986 for construction use.

What to check:

  • The DoP references a Notified Body number
  • The product description (species, thickness range, glue class) matches your order
  • The DoP is signed and dated by the manufacturer

Factory Production Control (FPC) Certificate

What it proves: An EU Notified Body has audited the factory’s production control system and confirmed it maintains consistent product conformity.

What to check:

  • The Notified Body number is valid. Verify it at: EU NANDO database
  • The certificate is current (check expiry date; FPC certificates require annual surveillance audits)
  • The factory address on the certificate matches the factory you are sourcing from

Category 3: Sustainability and Chain of Custody Documents

FSC Chain of Custody (CoC) Certificate

What it proves: The supplier is part of an audited FSC Chain of Custody, enabling FSC-labelled products to be issued with FSC transaction claims.

What to check:

  • The certificate number is valid. Verify at: info.fsc.org
  • The certificate scope includes the product type you are ordering (e.g., “plywood” or “processed wood products”)
  • The certificate is current (annual surveillance audits required)

FSC-EUDR-Compliance

When you need it: FSC labelling is required for public procurement contracts in Germany, France, Netherlands, and other EU markets with green purchasing policies. It is also required to supply retailers and brands with FSC commitments.

EUDR Due Diligence Documentation

From 30 December 2025, EU importers of plywood must submit a due diligence statement via the EU TRACES NT system before customs clearance, under Regulation (EU) 2023/1115.

Request from your supplier before placing the order:

  1. GPS coordinates of the forest plots or plantation areas where the timber was harvested (polygon coordinates, not just a single point)
  2. Country and region of harvest (province/district level)
  3. Species declaration (scientific name and common name: Acacia mangium, Eucalyptus urophylla, Hevea brasiliensis, etc.)
  4. Confirmation that the land was not subject to deforestation or forest degradation after 31 December 2020 (written declaration from the supplier)
  5. Land use documentation (plantation registration, land title, or equivalent government document confirming the source is registered agricultural land)

If the supplier cannot provide GPS coordinates and land use documentation, they are not EUDR-ready and will not be able to support your due diligence obligation from December 2025 onwards.

Category 4: Origin and Trade Documents

EUR.1 Movement Certificate or Origin Declaration

What it proves: The product originates in Vietnam and qualifies for preferential duty rates under the EU-Vietnam Free Trade Agreement (EVFTA), enabling 0% import duty on most plywood HS codes.

What to check:

  • The EUR.1 is issued by Vietnamese customs authorities (not self-declared by the exporter, unless the exporter is an approved REX exporter)
  • The product description and HS code on the EUR.1 matches the commercial invoice and packing list
  • The certificate is issued per shipment (not reused across shipments)

Origin-Shipping-Documents

Without this document, your customs broker will apply the standard MFN duty rate instead of the EVFTA 0% rate.

Category 5: Shipping and Commercial Documents

These documents are required for every shipment, regardless of product type.

Category 6: Factory Audit and QC Documents

For first orders and for ongoing supplier qualification, request:

Factory Audit Report

A third-party factory audit by SGS, Bureau Veritas, Intertek, or equivalent confirms the factory’s production capability, quality management, and documentation systems. Request the most recent audit report, or commission a new audit before placing a large first order.

Inspection-Factory-Audit

Pre-Shipment Inspection Report

For each order, commission a pre-shipment inspection from a third-party inspector covering:

  • Dimensional verification (thickness, length, width tolerance)
  • Visual surface inspection (film defects, delamination, edge quality)
  • Moisture content measurement
  • Quantity and packaging check against packing list

The cost is typically USD 200–400 per inspection and is essential protection for buyers sourcing from a new factory.
